On September 9, 2023, President Xi Jinping sent a congratulatory letter to the 10th China-Central Asia Cooperation Forum.

Xi Jinping pointed out that the China-Central Asia Cooperation Forum,since its inception, has grown steadily in scale and influence. Through this forum, China and the five Central Asian countries have jointly planned for cooperation and shared development, and effectively enhanced mutual understanding and traditional friendship, writing a new chapter of good neighborliness, friendship, and common development among the countries.

Xi Jinping emphasized that this year marks the 10th anniversary of the proposal of the Belt and Road Initiative. China and the Central Asian countries are leading countries in the international community in carrying out the Belt and Road cooperation. In May this year, the China-Central Asia Summit was successfully held, ushering in a new era in China's relations with the Central Asian countries. Noting that much can and will be accomplished in China-Central Asia cooperation under the new circumstances, Xi Jinping expressed the hope that all sides will take the 10th China-Central Asia Cooperation Forum as an opportunity to fully leverage the platform to strengthen mutual learning, deepen Belt and Road cooperation, and deliver more fruitful outcomes in the development of relations between China and Central Asian countries.

Co-hosted by the Committee on Good-Neighborliness, Friendship and Cooperation of the Shanghai Cooperation Organization and Fujian Provincial People's Government, the 10th China-Central Asia Cooperation Forum opened in Xiamen City of Fujian Province on September 9 under the theme of "Advancing Friendly Relationship and Deepening Mutually Beneficial Cooperation".
