On February 28, 2024, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi met with Tareq M. A. M. Albanai and Alexander Marschik, Co-chairs of the Intergovernmental Negotiations on the United Nations Security Council (UNSC) Reform of the 78th Session of the UN General Assembly, who are also Permanent Representatives to the United Nations of Kuwait and Austria, in Beijing.

Wang Yi said that as the first founding member to have signed the UN Charter and a permanent member of the UNSC, China has always firmly upheld the authority of the United Nations and supported the central role of the United Nations in international affairs. A developing China is a growing force for peace and an increasing factor for global stability, and Chinese modernization will bring new development opportunities to the world. China always calls for win-win cooperation, opposes zero-sum game, and advocates making the pie of cooperation bigger together for the benefit of more countries and people. China is willing to work with the international community to uphold the principle of extensive consultation, joint contribution, and shared benefits, promote the reform and development of the global governance system, support the continuous development and improvement of the United Nations, and jointly promote the building of a community with a shared future for mankind.

Wang Yi pointed out that in a world fraught with changes and turbulence, countries expect the United Nations to effectively play a leading role in addressing global challenges and the Security Council to shoulder the important responsibility of maintaining international peace and security under the UN Charter. The Security Council reform is an organic part of a comprehensive reform of the United Nations. China supports the two Co-chairs to promote steady progress in the reform of the Security Council in the right direction from the long-term development of the United Nations and the common interests of all member states, increasing the representation and voice of developing countries, giving more small and medium-sized countries the opportunity to participate in decision-making, and enabling all member states to benefit from the reform. It is necessary to give high priority to maintaining the solidarity and cooperation of the international community, uphold the position of the intergovernmental negotiations as the main channel, guide the conscientious and full consultation among member states, and seek the broadest consensus of the international community.

Albanai and Marschik highly appreciated China's long-term efforts in strengthening the role of the UN, upholding multilateralism, and safeguarding the purposes and principles of the UN Charter. They expressed the willingness to maintain communication and coordination with China and other member states regarding the reform of the Security Council.
