On December 18, 2023, President Xi Jinping's Special Envoy and Vice Chairman of the Standing Committee of the National People's Congress Shohrat Zakir attended condolence activities for Kuwait's late Emir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah in Kuwait City, the capital of Kuwait. Kuwait's new Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah met with him.

Shohrat Zakir said, President Xi Jinping extended a message of condolence over the passing of Emir Sheikh Nawaf to new Emir Sheikh Meshal, and appointed him to attend relevant condolence activities in Kuwait as President Xi Jinping's special envoy. Shohrat Zakir said, China attaches great importance to the development of China-Kuwait relations. President Xi Jinping also sent a congratulatory message to Sheikh Meshal on his succession as Emir of Kuwait.
