On December 4, 2007, Chen Laiping, Consul & Head of Post and Zheng Xin, Consular Attaché paid a friendly visit to Province of Kalinga, invited by Governor Floydelia R. Diasen.

Chen thanked Gov. Diasen for her kind invitation and considerate receiving, said, China-Philippine friendly relations dated back to ancient times, our bilateral relations was now in a "golden era", which rendered us great opportunities for mutual exchange of trade, culture and personnel. The establishment of the Chinese Consulate in Laoag would greatly facilitate mutual association, Consulate would act as a go-between, and make joint efforts with the provincial government to enhance mutual understanding and friendship, explore the prospects for developing bilateral cooperation and further promote exchange and cooperation in trade and economy, agriculture, personnel and etc. between China and province Kalinga.

Welcoming the visit of the Consulate, Gov. Diasen introduced the vantage of mining industry, agriculture, and particularly the coffee bean growing and manufacturing of Kalinga. Admiring the splendid success in economy and social development achieved by Chinese government since the implementation of the "reform and opening-up" policy, Gov. Diasen sincerely welcomed Chinese people to invest and do business in Kalinga.
