On March 31, 2020, Head of Post & Consul Zhou Youbin donated food packs in the capitol of Ilocos Norte to help families who are affected during the enhanced community quarantine.

Consul Zhou said that the Chinese Consulate would like to work with the provincial government to fight against COVID-19. Governor Matthew Manotoc accepted the goods and thanked Consul Zhou for his generous support.
