On April 6th, 2020, a ceremony was held at the Ilocos Norte Capitol by the Chinese Consulate in Laoag and Ilocos Norte Provincial Government to turn over anti-pandemic materials donated by IN's sister province, Shandong Province. The donation included 25000 pieces of medical surgical masks, 2000 pieces of N95 masks, 2000 pieces of medical goggles, and 2000 sets of medical protective suits. Consul and Head of Post Mr. Zhou Youbin, Governor Matthew Marcos Manotoc, provincial officials and representatives from the local Chinese community were present at the ceremony.

Consul Zhou said in a statement that, China always acknowledges the support from Hon. Governor Manotoc and Filipino friends during China's fight against COVID-19. In particular, the video of the Governor last February to encourage Shandong people was very impactful. Now as Ilocos Norte is facing a similar concerning situation, we also remain keen and hope to help the locals. Despite its own difficulties, Shandong government raised the most urgently-needed medical materials in a short period. Due to the close collaboration of both countries, we overcame the difficulty of international and local transportation, and urgently delivered the goods in the quickest time. This fully reflects the brotherhood between the Chinese and Filipinos. We believe that under the strong leadership of the Governor, the local situation will be under control and we wish that all patients infected will recover soon. Let us overcome this challenging time together. We are together, we win together!

Governor Manotoc said he couldn't thank enough the Shandong government for delivering the urgently needed materials the quickest possible time. He was grateful for the support from Shandong province and the Chinese Consulate.
