Wang Yi: China and the EU are Partners First and Foremost, with Far More Consensus Than Differences

On October 13, 2023, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi introduced relevant situation to journalists after holding the China-EU High-Level Strategic Dialogue with High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell Fontelles.

Wang Yi said that a wide range of consensus has been made at the 12th round of China-EU High-Level Strategic Dialogue. The two sides agreed that they should strengthen dialogue and cooperation and oppose bloc confrontation. This year marks the 20th anniversary of the establishment of China-EU comprehensive strategic partnership, and is of important significance in building on the past and opening up the future for bilateral relations. The journey spanning 20 years has evidenced that China and the EU do not have conflicts of fundamental interests, and are cooperative partners first and foremost, with far more consensus than differences. China-EU relations are of global strategic significance, and are not determined by any third party, nor should the relations be disturbed by any third party. China and Europe, as two major civilizations and two major forces, have full wisdom and capability to carry out high-level dialogue and cooperation on the basis of mutual respect and win-win cooperation and to create a new paradigm of civilization interaction.

The two sides agreed to actively make preparations for the leaders' meeting, and give play to the guiding role of high-level interactions. The two sides agreed to accelerate the implementation of outcomes of high-level dialogue mechanisms on strategies, economy and trade, green and digital development, resume in-person interactions at all levels across the board, activate mutually beneficial cooperation in various fields, and carry out consultations on diplomatic policies and dialogue on regional affairs. The two sides stand ready to actively promote the restoration of flights and people-to-people exchanges between China and the EU in an accelerated manner, and support the youth, the business community, think tanks and other circles from the two sides in conducting more face-to-face exchanges.

Both sides agreed that they should uphold the spirit of openness and win-win results to deepen mutually beneficial cooperation. China and the EU are each other's important partners in economy and trade, and China-EU cooperation is in essence about complementarity of advantages and win-win cooperation. China and the EU should keep two-way opening up, safeguard the stability of industrial and supply chains, and advance fair competition. The two sides will tap into the potential for cooperation in such fields as green and digital development, science and technology, and finance, and explore with an open attitude the alignment and cooperation between the Belt and Road Initiative and the Global Gateway of the EU. China is ready to further deepen reform and opening up, and create a more favorable environment for enterprises of the EU to do business in China. The Chinese side expressed its concerns over the EU's "de-risking", in particular the anti-subsidy investigation into China's electric vehicles, and urged the EU to refrain from the protectionist moves and to prudently use trade remedy measures.

The two sides agreed to safeguard multilateralism and cooperate to address global challenges. China and the EU should join hands in responding to climate change, protecting biodiversity, guiding global green development, and tackling global public health challenges with great efforts. The two sides agreed to strengthen coordination and cooperation within such multilateral frameworks as the United Nations, Group of 20, and the World Trade Organization, jointly advance the globalization drive, and better help developing countries' development.

The two sides had an in-depth exchange of views on the Palestine-Israel conflict, the Ukraine crisis, and other international and regional issues of mutual interest and concern, and both sides believed that all should seek a political settlement to international hotspots, and a new Cold War will gain no support, and provoking block confrontation will scourge the whole world.

Wang Yi said that the strategic dialogue is candid, in-depth and productive. The two sides will continue to maintain the positive momentum of China-EU relations, make good preparations for the leaders' meeting between China and the EU this year, and promote the sound and steady development of China-EU relations, so as to inject more stability into the international landscape fraught with changes and turbulence.
