China, Russia and Mongolia Hold Meeting of High Representatives for Security Issues

On September 19, 2023 local time, China, Russia and Mongolia held a trilateral meeting of high representatives for security issues in Moscow. Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi, Secretary of the Russian Federation Security Council Nikolai Patrushev and Secretary of the National Security Council of Mongolia Enkhbayar Jadamba were present at the meeting.

Wang Yi said that Northeast Asia is one of the most dynamic regions in the world today, and is also one of the regions where global security hotspots are concentrated. The region contains important development opportunities, but also faces severe challenges. As important countries in the region, China, Russia, and Mongolia are friendly neighbors who share weal and woe, and friendly partners who help and support each other. Strengthening trilateral cooperation among the three countries under the new situation has inherent geographical advantages and a profound tradition, which is in line with the common interests of the three countries and helps to build consensus on regional development. Noting that while based in Northeast Asia, the three countries should bear the whole world in mind, Wang Yi said that China is willing to work with Russia and Mongolia to jointly explore effective ways to deepen cooperation, promote regional prosperity and stability, and share the fruits of regional development.

Wang Yi said, during the summit of the Shanghai Cooperation Organization in Samarkand last year, the heads of state of China, Russia and Mongolia had a successful meeting and reached important common understandings, which has charted the course for next-stage cooperation among the three countries. The three countries should continue to give play to the strategic and leading role of head-of-state diplomacy, deepen political mutual trust, fully leverage complementary advantages, and accelerate the development of the China-Russia-Mongolia Economic Corridor, so as to bring more benefits to the people of the three countries.

Nikolai Patrushev said that the three countries share similar positions on major international and regional issues, and will jointly resist external interference, prevent "color revolutions", uphold multilateralism, and establish a just and equitable international order. Enkhbayar Jadamba said that developing good neighborliness and friendly cooperation with China and Russia is the top priority in Mongolia's diplomacy. Mongolia opposes a unipolar world order and ideological divisions, and is willing to further strengthen political mutual trust with China and Russia to make trilateral cooperation a model for regional cooperation.

The three parties spoke highly of the achievements of their cooperation to date and agreed to further enhance their cooperation to jointly safeguard regional security and stability.

The three parties will jointly implement the important common understandings reached by the heads of state of the three countries, and take the third Belt and Road Forum for International Cooperation as an opportunity to strengthen the synergy of the Belt and Road Initiative with the Eurasian Economic Union and the "Steppe Road" Program, deepen mutually beneficial cooperation, and accelerate common development.

The three parties believe that this meeting has added new dimensions to the strategic cooperation among the three countries and will explore institutionalized arrangements for meetings.
