On the morning of March 5, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag attended and addressed the handover ceremony of 30 wheelchairs and 2 medical bloood mixers donated by the Consulate to the Philippine Red Cross Ilocos Norte Chapter. Vice Mayor Carlos Fariñas of Laoag City and Chairwoman Mrs. Maria Ang of the Red Cross Ilocos Norte Chapter were also present at the event.

Li remarked, "As the Chinese saying goes, 'The rose in hand, the flavor in mine.'" She expressed the hope that these donations, full of the China-Philippines friendship, would truly benefit the local people in need.
