On April 23, 2026, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag visited Kalinga. She met with Hon. Governor James Edduba, Vice Governor Dave Odiem, and Tabuk City Mayor Darwin Estrañero. The two sides exchanged views on practical cooperation between Chinese provinces and cities and Kalinga in areas such as sisterhood relations, agriculture, education, and rural revitalization.

Li and her delegation, together with provincial government officials, also visited some mountain villages such as Barangay Buscalan. They visited centenarians, had friendly exchanges with local residents, and learned about their living and working conditions.
