On August 3, 2026, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag attended the 2026 State of the Province Address (SOPA) of Ilocos Norte Governor Cecilia Araneta-Marcos at the Ilocandia Cultural Center. 

At the event site, Consul Li held friendly exchanges with Chairperson Shirley Agrupis of the Commission on Higher Education,  Presidential Assistant for Northern Luzon Ana Remigio, and Vice Governor Matthew Marcos Manotoc of Ilocos Norte, among other provincial and municipal officials.
