On Mar. 25, 2019, Chinese Consul and Head of Post to Laoag Zhou Youbin met with Hon. Ilocos Sur Governor Ryan Singson. The two sides agreed to strengthen partnership between China and Ilocos Sur, and exchanged views on further cooperatioin especially on promoting sisterhood establishment.
