From February 9 to 10, 2026, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag, visited the Province of Cagayan. She met with Hon. Gov. Egay Aglipay, Hon. Vice Gov. Manuel Mamba, Tuguegarao City Mayor Maila Ting Que, and Tuao Mayor William Mamba, and was invited to deliver a speech at the Provincial Board. The two sides exchanged views on strengthening cooperation between Chinese and Philippine local governments in areas such as tourism, economy and trade, education, and agriculture.

Li also visited Ke Bing School in Tuguegarao and two projects of the China-Philippines Friendship School donated by China Foundation for Peace and Development in Tuao, and celebrated the Chinese New Year of the Horse with members of the local Chinese community.
