On June 4, 2026, Consul & Head of Post Li Xiaoyan of Chinese Consulate in Laoag, met with Benguet Gov. Melchor Diclas in La Trinidad. The two sides exchanged in-depth views on deepening exchanges and cooperation between Chinese provinces and cities and Benguet Province in areas such as agricultural modernization, higher education, sister-city relations, and the development of specialty industries.

Li and her delegation also visited Benguet State University and held discussions with University President Dr. Kenneth Laruan and officers of international relations on potential collaboration between Chinese and Philippine universities in areas such as academic exchanges and teacher training.
