On the afternoon of October 25, 2023 local time, Premier Li Qiang of the State Council met with Russian Prime Minister Mikhail Mishustin on the sidelines of the 22nd Meeting of the Council of Heads of Government of SCO Member States in Bishkek.

Li Qiang said, the recent meeting between President Xi Jinping and President Vladimir Putin in Beijing has drawn up a new blueprint and opened up a new vision for the development of China-Russia relations. China-Russia cooperation is not targeted at any third party, nor will it be disturbed by any third party. China-Russia cooperation aims to benefit the people of the two countries, promote world development, and uphold fairness and justice. China is ready to work with Russia to take the important common understandings reached by the two heads of state as the fundamental guidance to continuously deepen cooperation in various fields and constantly deepen and substantiate the China-Russia comprehensive strategic partnership of coordination for a new era.

Li Qiang noted that China is ready to further align development strategies with Russia, promote synergy between Belt and Road cooperation and the Eurasian Economic Union, maintain the growth momentum of cooperation on trade and investment, deepen cooperation in the field of energy, and enhance connectivity and trade liberalization and facilitation. China welcomes more quality Russian products into China and supports enterprises of the two countries in deepening cooperation on automobile manufacturing. The two sides should jointly make the China-Russia Year of Culture a success and expand exchanges in education, localities and other fields. China is ready to strengthen cooperation with Russia within the framework of the Shanghai Cooperation Organization (SCO), promote in-depth cooperation in the industrial and supply chains, and expand cooperation in industrial manufacturing, digital economy and green development, so as to provide new drivers for regional economic growth.

Mikhail Mishustin congratulated China on successfully hosting the third Belt and Road Forum for International Cooperation, saying that the Russia-China comprehensive strategic partnership of coordination for a new era is at an unprecedented high level. Russia is willing to work with China to implement the important common understandings reached by the two heads of state, support each other in safeguarding their respective core interests, strengthen the alignment of the Belt and Road Initiative with the Eurasian Economic Union, expand cooperation in such fields as economy, trade, energy and connectivity, make the Russia-China Year of Culture a success, deepen cooperation within the SCO, BRICS and other multilateral mechanisms, and advance multipolarity in the world.
