Li Qiang Attends the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization Member States

On the morning of October 26, 2023 local time, Premier Li Qiang of the State Council attended the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States in Bishkek. Present at the meeting were Prime Minister Alikhan Smailov of Kazakhstan, Prime Minister Mikhail Mishustin of Russia, Prime Minister Kokhir Rasulzoda of Tajikistan, Prime Minister Abdulla Aripov of Uzbekistan, First Vice President Mohammad Mokhber of Iran, and foreign ministers of India and Pakistan. Also in attendance were Prime Minister Roman Golovchenko of Belarus, Prime Minister Luvsannamsrai Oyun-Erdene of Mongolia, and other representatives from observer states. Prime Minister Akylbek Japarov of Kyrgyzstan chaired the meeting.

In his speech, Li Qiang said that the SCO Summit in July this year has reached important common understandings on promoting the Shanghai Spirit and building a closer SCO community with a shared future, and identified key tasks. China is ready to work with all other parties to implement the spirit of the summit. Reviewing the original aspiration of the SCO, Li Qiang said that the reason why SCO member states came together was to ensure that regional affairs are decided by regional countries themselves through consultation, without interference from non-regional countries. At the Samarkand Summit last year, President Xi Jinping attributed the success of the SCO to the organization's commitment to political trust, mutually beneficial cooperation, equality, openness and inclusiveness, and equity and justice. Looking to the future, the SCO member states should stay true to its original aspiration and founding mission and keep to the successful path. Under the guidance of the vision of building a human community with a shared future, SCO member states should work in the same direction, contribute to each other's success, take solid steps to advance cooperation in various fields, and inject more certainty and positive energy into regional and global peace and development.

Li Qiang put forward four suggestions for deepening SCO cooperation: First, jointly build a regional security barrier, resolutely resist foreign interference, improve SCO mechanisms for addressing security threats and challenges as soon as possible, and crack down hard on the three forces of terrorism, separatism, and extremism, as well as transnational organized crimes. Second, jointly promote economic recovery at a faster pace, work together to build a safe and efficient transportation system, continuously advance trade and investment liberalization and facilitation, and keep industrial and supply chains stable and unimpeded. Third, jointly advance Belt and Road cooperation. Noting the success of the third Belt and Road Forum for International Cooperation, Li Qiang said that over the past decade, the Belt and Road Initiative has become the most popular international public good and largest international cooperation platform in the world today. It is important to seek greater synergy between high-quality Belt and Road cooperation and development strategies of other SCO member states, further advance the development of important economic corridors, and establish the SCO Development Bank. Fourth, jointly promote mutual understanding and friendship among the people, and continuously deepen cooperation in such areas as education, culture, tourism, and sports.

All parties attending the meeting noted that the SCO is committed to promoting the Shanghai Spirit and the past 22 years since its inception have witnessed its sustained growth and increasing international influence. It is important to implement the common understandings reached at the meetings of the Council of Heads of State, jointly crack down on the three forces of terrorism, separatism, and extremism, as well as transnational organized crimes, strengthen cooperation in such areas as economy and trade, transportation, agriculture, energy, finance, high and new technologies, ecological conservation and environmental protection, and green development, advance Belt and Road cooperation, improve infrastructure connectivity, and deepen people-to-people and cultural exchanges in tourism, education and other areas. All parties agreed to strengthen SCO institutional building, practice true multilateralism, join hands to safeguard regional security and promote regional prosperity, and work to make the international system more inclusive and sustainable.

Li Qiang and leaders of other member states attending the meeting signed and issued a joint communique, and adopted multiple SCO cooperation documents and resolutions in such areas as economy and trade, railway and institutional building.
