On the morning of October 25, 2023 local time, Premier Li Qiang of the State Council held talks with Kyrgyz Prime Minister Akylbek Japarov in Bishkek.

Li Qiang said that China-Kyrgyzstan relations have maintained high-level development in recent years. President Xi Jinping and President Sadyr Japarov held a meeting in May this year, which drew up a new blueprint for the development of China-Kyrgyzstan relations and defined new tasks for promoting bilateral cooperation. China is ready to work with Kyrgyzstan to translate the important common understandings reached by the two heads of state into concrete actions, push for new and sustained achievements in bilateral cooperation in various fields, and continuously improve the well-being of the two peoples.

Li Qiang noted that China is willing to work with Kyrgyzstan to continuously enhance political mutual trust, strengthen the alignment of development strategies, and seek more convergence of common interests and areas of cooperation, so as to help each other succeed and achieve common development. Both sides should implement the plan for medium- and long-term economic and trade cooperation between China and Kyrgyzstan, and expand the scale and optimize the structure of trade. China and Kyrgyzstan should speed up the construction of key projects including the China-Kyrgyzstan-Uzbekistan railway, and port cooperation, to enhance connectivity. The two countries should also expand cooperation in emerging industries such as advanced manufacturing, digital economy, new energy vehicles, smart agriculture, and clean energy to foster new growth drivers. The two sides should also deepen people-to-people and cultural exchanges in areas such as medical care, education and tourism to forge closer bonds between the two peoples. China stands ready to strengthen multilateral coordination and cooperation with Kyrgyzstan, implement the outcomes of the China-Central Asia Summit, promote the building of a closer China-Central Asia community with a shared future, and carry forward the Shanghai Spirit within the framework of the Shanghai Cooperation Organization, so as to inject more certainty and positive energy into regional stability and development and contribute to world peace, security and development.

Akylbek Japarov said that this year is a fruitful year for Kyrgyzstan-China relations. President Sadyr Japarov paid a successful state visit to China, during which the two heads of state announced the elevation of the Kyrgyzstan-China relationship to a comprehensive strategic partnership for a new era, bringing bilateral relations to a historic high. Kyrgyzstan firmly supports China on the Taiwan question, and Xinjiang-related, Xizang-related, and Hong Kong-related issues concerning China's core interests, and is willing to work with China to jointly implement the important common understandings reached by the two heads of state, deepen Belt and Road cooperation, enhance connectivity, advance the construction of the China-Kyrgyzstan-Uzbekistan railway, and further expand cooperation in such fields as economy, trade, tourism, education and culture. Kyrgyzstan supports the Global Security Initiative and other major initiatives proposed by China, and stands ready to work with China to jointly crack down on the "three forces" of terrorism, separatism and extremism as well as transnational organized crimes, deepen Central Asia-China cooperation, and promote regional prosperity and stability.

After the talks, Premier Li Qiang and Prime Minister Akylbek Japarov jointly witnessed the signing of multiple bilateral cooperation documents on neighboring region cooperation, digital economy, sub-national friendship, and infrastructure, among others. They also jointly inaugurated the Chinese Cultural Center in Bishkek.
