On the afternoon of December 7, 2023, Premier Li Qiang of the State Council co-chaired the 24th China-EU Summit with President of the European Council Charles Michel and President of the European Commission Ursula von der Leyen at the Great Hall of the People.

Li Qiang said that President Xi Jinping met with President Charles Michel and President Ursula von der Leyen, and gave strategic guidance on further deepening China-EU relations. As the world is now undergoing dramatic changes, China and the EU need to find the essential principles that remain constant despite the changes and both sides should always adhere to, namely, dialogue rather than confrontation, cooperation rather than decoupling, and peace rather than conflict, to better grasp the direction that China-EU relations should be headed. China stands ready to work with the EU to uphold the correct positioning of the comprehensive strategic partnership, do more to seek common ground while reserving and resolving differences, strengthen mutually beneficial cooperation and multilateral coordination, make China-EU relations more stable, constructive, reciprocal and global, and make greater contributions to the prosperity, stability and development of the Eurasian continent and the world at large.

Li Qiang pointed out that China is willing to actively explore more mutually beneficial cooperation models with the EU and strive to continuously inject new momentum and vitality into bilateral relations. The two sides should further expand two-way trade and investment, continue to upgrade trade and investment liberalization and facilitation, deepen a green partnership, actively establish a digital partnership, and enhance people-to-people and cultural exchanges. China opposes the violation of the basic norms of the market economy and opposes politicizing economic and trade issues or overstretching the concept of security, and hopes that the EU will be prudent in introducing restrictive economic and trade policies and in using trade remedy measures, and keep its trade and investment markets open.

Charles Michel and Ursula von der Leyen said that the EU-China relationship is one of the most important external relations of the EU, and the EU is willing to be a credible and reliable partner of China. The EU adheres to its strategic independence, and stands ready to advance high-level dialogue with China to enhance mutual understanding, reduce misunderstanding, deepen cooperation in economy and trade, agriculture and food, climate change, artificial intelligence and other fields, jointly address global challenges and promote world peace, stability, and prosperity.

The two sides fully recognized the success of this year's high-level dialogues between China and the EU in strategy, economy and trade, environment and climate, and digital fields, and will continue to ensure the success of the institutional dialogues in various fields and at all levels. The two sides will stay committed to two-way openness and mutual benefit, oppose decoupling and severing industrial and supply chains, provide a fair and non-discriminatory business environment for each other's companies, and stick to properly resolving differences through dialogue and consultation. The two sides will deepen cooperation in economy and trade, green development, geographical indications, intellectual property rights and other fields, make good use of the dialogue mechanisms on export control, explore the establishment of an early warning mechanism for key raw materials, and build a supply chain partnership of stability and mutual trust. The two sides will strengthen cooperation on carbon emissions trading and support the extension of the memorandum of understanding on the bilateral carbon emissions trading system. The two sides agreed to hold the meeting of China-EU High-Level People-to-People Dialogue, and accelerate the resumption of flights and personnel exchanges. The two sides will uphold and practice multilateralism, strengthen coordination within the United Nations and other multilateral frameworks, push for necessary reform of the World Trade Organization, work together to address global challenges such as food security, climate change and public health, and work for positive outcomes of the 28th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change. The two sides agreed to strengthen communication on major international and regional issues and promote political settlement of hotspot issues.
