Li Qiang Attends the 26th China-ASEAN Summit

On the morning of September 6, 2023 local time, Premier Li Qiang of the State Council attended in Jakarta of Indonesia the 26th China-ASEAN Summit. President Joko Widodo of Indonesia, the current ASEAN chair, Prime Minister Sonexay Siphandone of Laos, Sultan Hassanal Bolkiah of Brunei Darussalam, Prime Minister Kitti Tesaphibal Bindit Hun Manet of Cambodia, Prime Minister Dato' Seri Anwar Bin Ibrahim of Malaysia, President Ferdinand Romualdez Marcos Jr. of the Philippines, Prime Minister Lee Hsien Loong of Singapore, Prime Minister Pham Minh Chinh of Vietnam, Permanent Secretary for Foreign Affairs Sarun Charoensuwan of Thailand, and Prime Minister Kay Rala Xanana Gusmão of Timor-Leste, the observer of ASEAN attended the summit. Secretary-General of ASEAN Kao Kim Hourn was present.

Li Qiang said that President Xi Jinping proposed in Indonesia the building of a closer China-ASEAN community with a shared future in 2013. Over the past decade, China and ASEAN have adhered to the principles of treating each other with sincerity, assisting each other, seeking mutual benefit, promoting coordination and inclusiveness, joining hands on the path forward, and helping each other succeed, successfully pursuing a right path of long-term good neighbourliness and friendship, and common development and prosperity amidst the changes unseen in a century.

Li Qiang made a four-point proposal on building a closer China-ASEAN community with a shared future. First, join hands in building the center of economic growth, enhance connectivity, and deepen cooperation in industrial and supply chains. Second, join hands in advancing cooperation in emerging industries, and strengthen cooperation in such fields as new energy vehicles, photovoltaics, and artificial intelligence. Third, join hands in safeguarding regional peace and tranquility, actively promote the consultation on the text of the Code of Conduct in the South China Sea, and carry out cooperation in cracking down on telecom and cyber fraud, among others. Fourth, join hands in expanding cultural and people-to-people exchanges, and further strengthen cooperation in such fields as culture, tourism, training and youth.

Li Qiang stressed that China and ASEAN are inseparable good neighbors, good brothers and good partners that cannot be moved apart. China is ready to work with ASEAN countries to adhere to the original aspiration of seeking greater strength through solidarity, keep to the spirit of win-win cooperation, and build a peaceful, safe and secure, prosperous, beautiful and amicable home.

ASEAN leaders attending the summit warmly welcomed Premier Li Qiang's attendance and spoke highly of the outcomes of ASEAN-China cooperation, and said that the ASEAN-China comprehensive strategic partnership has brought huge benefits to people in the region and promoted regional peace, development and stability. ASEAN countries are ready to work with China to further enhance mutual trust, strengthen the synergy with the Belt and Road Initiative, deepen cooperation in fields including agriculture, trade, investment, digital economy, science and technology, education and culture and jointly address global challenges such as climate change. ASEAN countries welcome progress in formulating the Code of Conduct in the South China Sea, look forward to an early conclusion of negotiations on upgrading the ASEAN-China Free Trade Area, and jointly make the 20th China-ASEAN Expo a success. ASEAN countries are ready to work with China to take the opportunity, respond to challenges and build an ASEAN-China community with a shared future.

During the summit, a joint statement was issued on mutually beneficial cooperation between the Belt and Road Initiative and the ASEAN Outlook on the Indo-Pacific, and a series of outcome documents were adopted, including a Joint Statement on Deepening Agricultural Cooperation Between China and ASEAN, an Action Plan on China-ASEAN Green Agricultural Development (2023-2027), an Initiative on Enhancing Bilateral E-Commerce Cooperation between China and ASEAN, and an Initiative on Jointly Implementing China-ASEAN Science and Technology Innovation Enhancement Program. The summit also welcomed the signing of an Agreement on China-ASEAN Technical Cooperation and announced the year 2024 as the China-ASEAN Year of Cultural and People-to-people Exchanges.
