Li Qiang Attends the 26th ASEAN Plus Three Summit

On the afternoon of September 6, 2023 local time, Premier Li Qiang of the State Council attended in Jakarta of Indonesia the 26th ASEAN Plus Three (APT) Summit.

Li Qiang said that in the past 20-plus years, the APT cooperation mechanism has been tested by multiple crises and has played an important role in promoting regional development and prosperity. Li Qiang said, "The more difficult the times, the more we need to unite and cooperate." The APT countries and even the entire Asian countries share a common home, common interests, and common opportunities. APT countries should base themselves on the overall interests of peace and development in Asia, seek common ground while shelving differences, continuously strengthen the cooperation foundation of the APT mechanism, jointly address various risks and challenges, work together to promote regional development, prosperity, and stability, and strive to build an Asian community with a shared future.

Li Qiang pointed out that the world is currently entering a new period of turbulence and transformation, and the global development cause is faced with tremendous challenges. All parties need to always prioritize development in regional cooperation, eliminate various disturbances, fully tap into the potential for cooperation, and strive to pursue a more stable, more dynamic, and more inclusive development path. Taking the implementation of the newest APT Cooperation Work Plan as an opportunity, China is ready to work with all parties to jointly build an economic growth center and focus on three priorities.

First, continue to promote regional economic integration, unleash the dividends of the Regional Comprehensive Economic Partnership, more vigorously promote the free flow of production factors, and promote the expansion and upgrading of trade and investment. Li Qiang expressed his hope that all parties will support Hong Kong's accession to the agreement as the first batch of new members.

Second, continue to deepen regional industrial division and coordination, uphold the spirit of openness and win-win cooperation, continue to leverage geographical proximity and economic complementarity and other advantages, and promote the optimization and upgrading of regional industrial and supply chains in a stable and unimpeded manner.

Third, continue to strengthen the leading role of scientific and technological innovation. China is ready to deepen innovation cooperation with all other parties in such fields as digital economy, clean energy and new energy vehicles to jointly promote the development of emerging industries and jointly foster more new economic growth sources.

Li Qiang expounded on China's position on the issue of Japan's discharge of nuclear-contaminated water from Fukushima into the sea, and said that the disposal of nuclear-contaminated water concerns the global marine ecological environment and public health. Japan should faithfully fulfill its international obligations and engage in full consultations with neighboring countries and other relevant stakeholders to handle the nuclear-contaminated water in a responsible manner.

Leaders attending the summit said that the APT cooperation has made important contribution to maintaining regional stability and promoting regional development. All parties should coordinate their actions, uphold multilateralism, and take the implementation of the newest APT Cooperation Work Plan as an opportunity to deepen cooperation in fields such as economy, trade, investment, digital economy, and green and low-carbon development, and jointly address global challenges such as climate change, energy, and food security, so as to inject new impetus into regional stability and prosperity, and make East Asia a center of peace and growth.

The summit adopted the ASEAN Plus Three Leaders' Statement on Developing Electric Vehicle Ecosystem.
