On December 17, Chen Laiping, Consul & Head of Post visited the Police Regional Office One (Pro 1) in San Fernando City, Capital of province of La Union, and met Leopoldo N. Bataoil, Police Chief Superintendent Regional Director. Attending the flag ceremony, Chen inspected the regional PNP force, presented certificate of merits to 2 police awardees and delivered a speech to around 200 senior police officers.

Highly speaking of the hard work and great successes achieved by regional PNP force, Chen congratulated the two awardees and expressed his gratitude to Pro 1 and PNP office of Ilocos Norte particularly, for their support and assistance to the Consulate. Chen appreciated the great job of Pro 1, led by Chief Supt. Bataoil, in securing public order, protecting citizen's life and property and serving the communities. Chen also introduced the history of China-Philippine friendly relationship and the recent development of bilateral relations, addressing that the Consulate is willing to promote mutual exchange between Pro 1 and the counterpart in China, to further enhance mutual understanding and friendship.

Police Regional Office One was established in 1978, which covered provinces of Ilocos Norte, Ilocos Sur, La Union and Pangasinan. Its has one regional patrol, four provincial police offices, seven provincial patrols and one hundred and twenty-five city/municipal police offices. Pro 1 has been awarded "the Best Pros" many times by the National Headquarters.
